You could have a huge catastrophy on your hands if that happened. What if a tsunami happened that week, or a war started somewhere, a war started in a week of scilence could be bad enough to be termed WWIII.
Failure to communicate and miscommunications are the reason for a lot of small everyday arguements, and being silent about that can cause a person to bode over that instance and make it a lot bigger then it was before.
In short; bad idea.

Hopefully the silent masses would use that week for a period of quiet reflection to contemplate their actions during their lifetime. If it were used in that way it could result in Peace.

All those entertainment "news" shows would shut down. Mel Gibson would start to atone for his sins. Cult members would get a chance to realize that they're in evil cults and would extricate themselves once the brainwashing wore off. Phone companies would frantically drop their rates to attract customers back.

But everyone would get tendonitis from rabid texting.

Would do us all some good. Going into silence for a week would quieten our troubled minds, make us creative and more peaceful.
