Because dogs don't like to eat cats they like to chase cats, and cats don't usually eat mice for food but for fun, that is why we have mouse toys. Cats do eat fish and they make fish flavored cat food, also dogs use to help people hunt so just about any meat is good for dog food. Also they do market cat and dog food to people and it is people who have to purchase the food, if it tasted like cat or mouse people would probably not want to buy it, even if it didn't have any cat or mouse meat in it.

Because it is not about the type of animal it is about the hunt. A large predator chasing its prey, it's just instinct. When our cat catches a mouse outside, it does not eat it. Same with a dog chasing a squirrel, they chase it because it is their nature to hunt but not to eat it. Fish and Beef in cat and dog food I am sure taste better than mouse and cat flavor anyway.

Wouldn't they be required to know what cat flavor and mouse flavor was to begin with?
I would hate to be that taste tester. And how would you become an expert? How many cats and mice does one have to eat in order to call themselves an expert?
