If you can speak to them do that first. If nothing changes or you have already spoken to them and had no luck, contact the environmental health department. Where I am you ask to speak to noise pollution. You will be required to keep a detailed record eg dates/times, kind of noise, and how the noise affected you. Once you submit those forms they will take action accordingly. If they consider that it would be possible to mount a successful prosecution, they will write to your neighbours and warn them. If the noise continues then they will prosecute. This applies to everybody irrespective of whether your neighbour is a council tenant or whether they are an owner occupier. The council. I got a letter for a disturbing light on the back of our house we overlooked as we just moved in and that came from the council.-and it isn't an estate as such though some of the houses are council. Just email them.

Direct to the owner occupier, then make a complaint to the local council. But if it is a lot of noise late at night call the Police.
Ring up their general enquieries switchboard and they will be able to help you from there.

Normally the police deals with that. If the noise is too much or is a disturbance over a specific decibel.
however you can call the council, if you are a council tenant.

it sounds very a lot that you've room for criticism, bypass to the police station and make a suitable criticism. and tell them you'd be preserving a log. A LOG is major write down the day, dates, time, or perhaps as the noise starts and end when you've some weeks log ed the police can act on it, all-so that you may want to opt to get the social amenities in touch

this is easy
i had same sort of problem
i asked them to turn it down
they did not so i went round there house
kicked door through and smashed up house and people in it
now nice and quite no problems
