I believe so, because they usually have more cartilage in their major joints, such as elbows. They are also noticibly more flexible in the hip region, and i'm sure you'd agree thats most likely an adaptation for childbirth. This is not always true though. I've seen many men who have equal flexibility

In general, girls are naturally more flexible than boys especially in things involving the hip flexibility. However, there are always exceptions and I have see extremely naturally flexible boys when I was teaching martial arts.
