They understand money extremely well in Singapore.
If you're planning to get a job in Singapore to make some money, then it's a bit different. You can 'probably' survive okay *if* your job is important enough for the people who hire you (and work with you) not to know their language.
In general, English is widely spoken in Singapore among the young and better-educated all over the island and city. If you're just going for a visit, you should have no trouble at all.

I'm from the Philippines and now living in singapore for about 5 months now. Yes, you can definitely survive in singapore with english alone. Actually my husband works here in singapore for about 8 years now and he survived! Majority of singaporeans speak english so don't worry. From what i know these are the languages spoken in singapore, english, mandarin, tamil, malay.
