people tell me to flirt and im not sure specifically what they mean

Its in the eyes. Your glance is longer than socially acceptable. Your smile too tells them that you think they are attractive. You touch them ever so lightly on the arm. You laugh in such a way that tells them you are interested. Flirting is just body language. You are telling them that you are definitely interested in them more than just casual interest.

Actually anything which expresses an interest in the other party and then pursuit of similar interests. The other person knows when you're flirting and it can be very healthy as well as bad. At least friendliness is achieved and not hostility.

Smile, be playful and tease, wink (don't over do it), touch the hand or arm while you laugh at his/her joke/comment, play with your hair or pull back your hair casually, be subtle but make comments about his/her appearance like "you have the deepest blue eyes" or "I love the way you smile", look in his/her direction frequently and "get caught" looking and smile a bit embarrassed.
