If you partition then I do not see why not, but I can't be certain about the 3.1. But I must add that when I moved from 3.1 to 95 , 95 could not recognise most of the files I had made in 3.1. Even a computer technician with heaven knows how many machines took hours to get a floppy to open in 95 which I had made in 3.1.

An excellent question. Wish I knew the answer.
But why run 3.1 and 95 anyway?

Yes, though your biggest problem on a newish computer wouldbe finding drivers suitable for the older versions of Windows.
However, besides that you'll need two hard drive partitions

maybe, but it would be slow. Go for windows 2000. Win2k is very similar to XP, but less of the colors and frills.
