There is a foam pad they use underneath the carpet.
And along the edges the put a "tack" strip which has thousand s of upside down tacks thru a wood strip. This grips the edges of the carpet and keeps it in place. Although the pad isn't absolutely necessary it is advisable.

if its a tile floor under it u will need a heavy carpet pad.....standard is 6 lbs. u should consider going to 8 or 10

If you are just tallking about an area rug, you buy a rug pad. If your talking about laying carpet over tile you would use carpet padding.

jute backing is the only underlayment to use.you can use bargain carpet but always get the best underlayment.
