After the bulb has cooled, you can use a damp rag (almost dry). You can use soap on the damp rag if necessary. Let the bulb dry before turning it back on.

First turn off the lights, then wait for a few minutes for it to cool down then use old newspaper or a dry tissue paper especially if is has oil or grease attached to it. If there is still some residues left, you could use a wet tissue paper. It's much simpler and faster because you don't need to wash the cloth afterwards just throw the used paper into the garbage can.

When the bulb is COLD, you have gently wipe it with a moist cloth. IF the bulb in in a hanging fixture, you can buy a spray on cleaner at a Lamp Store that really works.

You can clean lightbulbs by dusting them or you can use glass cleaner of any kind on them as long as they are not hot. Spraying glass cleaner on hot lightbulbs may just cause the glass cleaner to evaporate, but it can cause lightbulbs to explode.
