I definitely recommend ulpan for learning Hebrew. Alternatively, you can post and ad at the Weizman Institute in Rehovot. Students are always looking for additional income, and you will get plenty of responses from them.

As for a part-time job, try AACI Jobnet at http://www.jobnet.co.il/pls/aaci/jobnet?l=1&me=Y
It includes all sorts of jobs for English speakers throughout Israel.
(You don't have to be a member of AACI to use this site.)

Best of luck!

Ulpan is very important in gaining ability in Hebrew. While the Hebrew University offers one during the summer and winter breaks, theirs is very expensive. A less expensive but very effective Ulpan is offered at Beit Ha-am in Jerusalem.

Here is more information about Hebrew Ulpanim, plus a list of available programs:

As for a part-time job, in the past many restaurants and bars that catered to tourists hired people who spoke English (but not necessarily Hebrew) but with the decline in tourism, I'm not sure how true that is these days. Many other jobs require at peast passable Hebrew. There are also programs that enable native English speakers with college degrees to be trained and placed as English language teachers and tutors.

Good luck!

Rehovot is a nice town, I guess you'll find there whatever you need.
If you're planning on staying in Israel for a long time, maybe you should learn Hebrew in an "ulpan" (intensive Hebrew school). It is actually made for people who made "aliyah", but they have the best teachers.

Good luck.
