ummm well did you try asking like words coming out of your mouth? that normally works, dont be affraid of rejection, especially if you are friends with this person already, its not as easy with a total stranger, but take a deep breath, and just ask, and start small like to starbucks or something like that

For the nervous guy: Think of somewhere fun to go, tell her you're going and ask if she want's to come along. You can give the impression other people are coming too if it's that terrifying.

try to firgure out the girl a little, don't obsess tho.
If she is shy, don't embarass her.. you get what I mean?
