This phrase refers to the effect of first impressions. We tend as humans to catagorize people by their appearance, so dressing well or wearing the kind of clothes we expect for a person's job or position in life makes a good impression on us. A doctor wears a white lab coat. A lawyer or business person a suit. You would not be happy to see your doctor come in to the examining room in shorts, t-shirt, and flip flops!

That the clothes you wear project and image of who you are or want to project who you are. A man in a nice suit and tie projects someone that is a professional or successful. A man dressed in dirty jeans or jeans with holes projects the image of a handyman type or a phyiscal laborer. I hope this helps.

Part of a man's nature or character can be revealed by the type of clothes he wears.

This is similar to "Do not judge the man by his coat".
This means that the clothes we wear speak for us.

Appearance is important, and can affect how you and others feel about you.
I don't think it's saying that appearance is everything, just that it's definitely a factor in perception.

An old Chinese proverb goes like this, "He who go to bed with itchy bum, wake up with smelly finger."
