If it's her 16 birthday you'll want to get her something special, something that will last though the times, something that will hold meaning....
Visit your local coin dealer, (some pawn shops deal in coins), and ask for a "walking liberty for this year". It's a silver dollar and with the price of silver as it is right now it should cost around $10.00. Along with this physical token write a letter or note telling your sister that this "special coin" has been blessed with all the wishes and desires you have for her to suceed in her endeavors. Explain that the year on the coin is to remind her of her 16th birthday and the wishes that you bestowed on her on that day and that she should hold that coin close to her as a symbol to remind her that you are there for her and behind her in what ever she chooses to do.
My grandfather, God rest his soul, did this for me and my oldest son while he was living. Each year I looked very forward to "my coin" and the letter that I knew would come with it. To this day, those coins are the most cherished among my prized possessions and are too the most prized among my son's.
The silver will never lose it's value, but beyond that, it will always be a constant reminder of that special someone that was always standing behind you no matter what.
If this isn't right for you, maybe something along these lines, the body spray and bath oils are nice but they are all too soon forgotten. Give her a gift that lasts forever.
Much luck and Best wishes in making a permenant inpact in a positive way on a young persons life.

A karaoke disc so she can practice might be nice, or a one month subscription to a site where she can download the ones she wants to practice... I *think* emusic has downloadable karaoke tunes, but you'd have to check.
