how do I change an exempt payment registration to a normal registration ei for invalid car to ordinary car?

its easyer to go to nearst office and sort this out as by post they keep sending forms back . i tryed sorting my car out when i first bought it as it was exempt. go to office theres no messing about all done in 1 day
