I have never heard of such a thing - but it couldn't hurt. I don't belive that I'd use it as drinking water and leave it out all day, as it could sour or spoil due to the veggies. But you may want to put some over the dry food right before you serve it to give it some flavor and nutrients

It would be fine to give them the water from the steamed veggies or some of the veggies too.
Be very careful feeding potato skins to dogs. If they are green or they get the buds they can be toxic to a dog.
No onions either and not to much garlic as those can be toxic also.
Mine love veggies and eat lots of broccoli and carrots and pea pods and they love tomatos.

yes to some point but dont replace the vegetable/vegetable water with food or water! it is good also to pour a little bacon grease on the hard food because it gives them a shiny coat.

Don't give it to them instead of their noemal water, remember you have cooked all the nutrients out of your veggies and now is left in the water, pour the liquid over their pellets but first mix it with some gravy and give it some taste, the potato skins and the skins of all your veggies is another way to spice up that juice of the veggies, cook it up in it and feed to the dogs my dogs absolutely love it when i mix skins with their pellets

Yes it is good for them but you also have to be careful when you do that because they should not drink something to hot and some dogs are known to be allergic to corn.
