First of all, even though "te quiero" literally means "I want you," it is often used to mean "I love you" in ALL Spanish speaking cultures. And it's not restricted to boy/girl-friend or "lover" situations. There's nothing wrong with saying "El quiere mucho a su mama" (He loves his mother very much.)
Now to your answer:
It depends on how you feel about the person. If your interest is not full-blown "love," but you do feel affection for the person, you can answer that you "like" them:
"Tu me caes bien." (Phonetically "Too meh KA-ehs bee-EHN") or
"Tu me gustas" (Phonetically "Too meh GOOSE-tahs")
You can tone it down even futher by saying you "appreciate" them a lot.
"Te aprecio mucho" ("Teh ah-PREH-seeoh mooch-oh")
If you do feel love for the person and want to say it, then it would be something like:
I love you too
"Yo te quiero a ti tambien" ( Yoh teh kee-eh-roh a tee tahm-bee-EHN?) (or you can put in "amo" instead of "quiero" in that one.)
(The sounds separated by hyphens should be said without interruption.)

"Te quiero" means I love you, but we in spanish also have verb 'amar' (Te amo) which also means i love you, but a deeper kind, like not just liking, but accepting the other and all the implications this means. I should say that quiero is used also when speaking of sons, parents, so it would be a nice topic of discussion with your ex- to try to explain you his feelings, because it could be love as a friend, etc! Well I guess it would depend on your relationship with that person because both are forms of "I love you," "te quiero" is more of a lustful love though. And as for a response, you can simply say the same thing back.

Yeah, "Te quiero" means i want you but is translated as "I love you". To answer this you can say "Te quiero también" (I love you too) or "Gracias" (thanks... jajaja) But i would probably go with the first, considering this is generally used between friends and family but sometimes bf/gf too. Anyways.. "Te amo" is "I love you" and generally used between bf/gf and people who are romantically involved. haha. Literally 'te quiero' means 'I want you;' it usually means 'I like you,' or even, 'I love you.'
'Te amo' always means 'I love you.'
You can answer, "Yo tambien;" which means, I like/want/love you too. Or, "yo no te quiero/amo." I don't want/love you."
