No it is not possible for a non-Catholic to become head of the Vatican City. Simply put, the head of the Vatican City is not elected or appointed. Rather, according to the treaties with Italy, whomever is the Patriarch of the Universal Church, the Pope, is automatically the head of the Vatican City.
It is fully possible that the Vatican City might someday not be run by the Pope as the temporal authority of the Papacy in the political spheres is not something that is a given, but rather something that changes over time.

It's a totalitarian state and it's own country ruled by a dictator who tolerates no dissent. The Vatican has global political ambitions and is keen to gain influence, power and funding via it's many covertly arranged Concordats,
Once agreed and put into place these Concordats must be honoured in perpetuity or until the Vatican voluntarily rescinds...( that's not very likely is it)...so the funding continues to pour in to the Vatican coffers as does the privileged access to the ear of Gov'ts to impose the influence of Catholic doctrine on whole countries through legislation if necessary...

You have to be kidding right? Those kinds of places would be thrown out the first day.....The Vatican city is Roman Catholic all the way.......think about it, the Catholic church has been absolutely adamant for thousands of years that they are the only passage to God.....Do you seriously think (even in this day and age) that they would let another religion behind their walls....as a visitor sure....but no way as a resident.

The Vatican, as far as I can tell, follows very closely the Kingdom of Heaven:
- only one religion is permitted (I remember hearing about a woman who was arrested at gunpoint for wearing an 'I love Satan' t-shirt - in the Vatican that is, not heaven)
- the ruler is supreme and you have no control over that
- accept it or go... um, elsewhere...
