Apostate is a specific legal term in Canon Law that can only be applied to Catholics who reject the core aspects of Christian Faith knowingly and willingly. It is different from heretic and or schismatic. There are formal procedures according to Canon Law which governs the Church's dealing with such individuals. However, that is not your question, you are simply asking about the common usage of the term. The Church deals with all sinners as scripture teaches, which is to pray and work all the harder to bring them to salvation. Out of necessity and out of the reality of the situation, communion is broken with apostates, but the constant effort of the Church is to bring the individual back into communion. No it is not possible for a non-Catholic to become head of the Vatican City. Simply put, the head of the Vatican City is not elected or appointed. Rather, according to the treaties with Italy, whomever is the Patriarch of the Universal Church, the Pope, is automatically the head of the Vatican City.

It is fully possible that the Vatican City might someday not be run by the Pope as the temporal authority of the Papacy in the political spheres is not something that is a given, but rather something that changes over time.

Once agreed and put into place these Concordats must be honoured in perpetuity or until the Vatican voluntarily rescinds...( that's not very likely is it)...so the funding continues to pour in to the Vatican coffers as does the privileged access to the ear of Gov'ts to impose the influence of Catholic doctrine on whole countries through legislation if necessary...

You have to be kidding right? Those kinds of places would be thrown out the first day.....The Vatican city is Roman Catholic all the way.......think about it, the Catholic church has been absolutely adamant for thousands of years that they are the only passage to God.....Do you seriously think (even in this day and age) that they would let another religion behind their walls....as a visitor sure....but no way as a resident.
