Another explanation (although I believe previous answers to this question also play a part) is:
1) With more people joining Y! Answers every day, it gives new people an opportunity to participate in questions that would otherwise be closed to them.
2) With world events evolving, current events may have an affect on changing people's viewpoints and answers to old questions.

Maybe because they did not see the answer they were looking for in the previous asked questions and by asking the same question in a different way, hope for the best....as in my case....

No, I think it is because they either don't see the "Search for Questions", don't know what topic they are asking for, or think their problem is unique - so no one would have asked it before.

I don't know! I've asked 2 that got no response all. I asked for Dead Concert questions in "MUSIC" catagory. Maybe no one looks to see what has been asked or answered?????????

why does it matter to you? just skip over it and go on. and i guess the same reason people waste questions (like this one) worrying what other people do.
