The Best language is Assembly but U can Use C++ language because it's simple. if U use controller for this U can use programmer device compatible with C language or Recieve signal directly in computer port use Assembly or C++.
Assembly is faster but C is easier. U can choose this option.
I DONT recommend U Pascal because it is slow for system programming.

The only one I know about is LabVIEW. But you'll need to purchase a special data acquisition card to get the input signals.
Now these thing may be expensive.

Many choose C++ or Delphi (pascal), some choose to do it on low level with Assembler language.
I myself choose Pascal because it is the one I most familiar with.
