the wire cable that actuates the window is broken not motor or runners etc.

If you can access both ends of the wire you could solder a new piece (of the same gage) to the broken one and pull it through. Then cut off the solder joint and resolder to the contacts or plug depending on which you have. I'm assuming it is broken where the door opens. be sure to use some kind of lube to pull it through especially if it is tight in the rubber grommet that is in the sheetmetal. Any type of lubricant will work but as strange as it may seem, K-Y works extreemely well and it is water soluble so it won't gum up. Not to mention it cleans up easily.

Sounds like you have the door panel off can you see the two 10mm bolts holding the window to the window lift (regulator) remove them grab the glass turn window and pull it out the top of the door place it where you won't break it Back seat is a good place. Next. Unplug the two wire plug to the motor and unbolt the regulator, motor assembly 3 or four 10 mm bolts on the vertical slider part and three 10mm bolts around the motor pull the assembly out and test your broken wire therory run the motor up and down with jumper wires off of the car battery. During reassembly replace or tape up any tears in the vapor barrier you pulled off then reinstall the door panel don't forget to plug in the switch and motor. One hour job, easy #3 on a 1-10 scale. Note some time the brushes in electric motors get stuck before you take everything apart tap about 1 to 2 lb. hits on the electric motor while (plug in the switch) operating the switch and see if it starts working

regulator needs replacing, remove door panel and window glass to remove regulator.
