The rules are usually formed by a combination of the government, the public and those in a position of authority, rules are formed this way to enable a safer world to live in......if there were no rules, there would be nothing stopping anybody from doing anything they want too.

The society itself makes the rules. Frequently they are made unconsciously because previous rules alter the way an individual in a society thinks and perceives. For instance, a an Aborigine who has never traveled farther than ten miles from his home who believes that the world is flat and unchanging from one area to the next will have a completely different reaction to encountering a stranger than a New yorker that jets around th world.

All rules are man-made for their own self-needs and partially keeping mind others.

It was good in one way that B.R. Ambedkar has planned and achieved the consitutional laws for Indian democracy. Yet, they were designed keeping in mind the India's democratic status in those days.

Rules by its core meaning goes by changing by rule in the society from time to time as per its country's people requirement.

This is what India is lacking...corruption ...did it reduce...not really...they still go on....thanks to the media and the spycams that trigger the bribers and those who love taking bribe...

The only thing that could change this society is the change in constitutional laws. Who can do it?

this is unanswered. Let's hope we have someone do this for the bright Indian future and its citizens.

Ultimately, I believe the push to make the rules now comes from the central banks (including the Federal Reserve). Congress was basically tricked into creating it in 1913 and the owners are so wealthy by now they make Buffet and Gates look poor. They print as much money as they want to finanace any of those ridiculous things todays Congress spends money on AND THEN CHARGES US INTEREST ON IT.
