because the doctors felt that you were not insane enough to be committed into a hospital. Believe it or not alot of people suffer from a form of mental illness and they are walking around free so that is normal in a sense but the problems only arise when they are not able to function and live by societies rules so you are free because you are not within a certain classification or your symptoms are not showing any suicidal thoughts etc that will make the doctors feel that you will endanger yourself or society then again who knows

I bet you don't have insurance or it ran out. When it comes to government help you are on the bottom of the list. It would make sense for our safety to make sure mental patients got all the help they need.
