Mirrors only reflect because of bouncing light back off their surface... if that surface were a thin film, reflective on one side and translucent on the other, light would pass through one way, but not the other... the fact is that light does pass through from both sides of the mirror, but the light that is reflected is much stronger than that getting through from the translucent side, if you get close enough the the mirror side you can just see the light passing through it... ie you can see the cops on the other side... but I guess the technology is good enough now to make that really hard...

The mirror is similar to a "half mirror" that has such a thin coating of metal (silver?) that only half of the light is reflected and the other half passes through to observers in the next room. If the observers are in a darkened room, it will be difficult for the "suspect?" to see the observers compared to the bright reflections of their own image. If the mirror reflected all the light nothing would pass through to the observers. They must see only half the light that gets through but that can be adjusted by increasing the brightness of the interrogation room. The observers will see very little of their own reflections because they are in a darkened room.

A one way mirror is one where on one side, you see your reflection, as in a regular mirror, but on the other side, people can see you.

A one way mirror is basically tinted glass. On one side is bright light, on the other it is dark. The person in the dark side can see the person on the bright side, but not visa versa.

It uses a thin ultraflat film. Because it is so flat it reflects light back but because it is so thin it is also see through.
