No, but it is under going a bit of a face lift. For one civilization to be truly in decline you would have to see another comes to take its place. That is not the case yet. I have no doubt that China and India may at some time in the suture move to a higher level of prominence but their must be many fundamental changes within those nations before they will become competition.
Western Civilization is changing due to multiculturalism and political changes within each nation and their international organizations. Western society has been a blessing to planet earth, so lets hope it isn't in decline.

The simple answer is yes.
The long answer is this:
It is in a decline. I have no clue as to the conditions and cultural growth in Western Civilization in Europe, but I can be sure that the United States of America is on the down slope. I am horrified daily at the ignorance of people sometimes. Most people are ill-informed on worldly affairs, let allow even anything going in our own country (USA).
Don't get me wrong, America is still in my eyes is the place to be. America is the paragon society in the world. It is at this point in history the star nation, just like 75 years ago Britain was the top country. The US is, however, on a low ebb.
Reading on a wide scale as dropped among the young. It is more than likely for children to be aware of what T.V. programs exist on cable than to be demanding for books to read. Television has been changed from a form of media that actually informs people of current events (ones that matter), feature people with real talent, and just maybe teach something new. Now television has been disfigured into the megalomaniac machine that churns about junk entertainment (Reality T.V.).
Granted, one of the true aspects of the American spirit I witness everyday is the sheer incredible sportsmanship. Sports remind us of what it feels like to be apart of something bigger than ourselves. That I feel is one of the few aspects in America that keeps our country strong and proud.
There is one tool that can not only keep the dream, but it will reinvent America. The Internet is the way for information to reach the masses without hitting all the terrible entertainment flak.
So, the reason I believe that America is in decline is because the active part on people to stay informed/read books is at a pretty low. However, the Internet will eventually bring the United States out of this terrible coma of downtrodden and continue to grow into the best nation on Earth.

Actually it probably depends on who you ask and how you look at it.. When I see things like the state of our education system, (semi-illiterate students graduating). Or how the problems application of the failed social theory of multiculturalism is causing in this country,(over whelming illegal immigration and a growing welfare state) I some times think so Then when I realise how good I have it and how well off I am compared to just about the whole rest of the world, I don't see it. So I guess my answer is ,"I don't know"

Yes, it is because they promote enimity and dissatisfactory attitude of human community and falsifying the real and rightous matters always in wrong manner supporting war, trouble, and all bad things which indicate the retrogradation of learnt community to the decline. recent war is example that it is preplanned and many innocent civilians become victimised and the war is with full support of western countries and is israiel is only puppet.

yes.it started when the took prayer out of the schools,then we wernt able to spank our kids anymore without hrs taking them from you.so with no fear of punishment,and no respect our kids grow up as sorry as polititians.our leaders lie,cheat,steal,and cover up,so we have no one to look up to.its all about money and oil,and they will kill or destroy any one who tries to keep them from it.we poison our lands and waters for profit because we all think we will be dead before we kill the earth so we dont worry about it,but we destroy the lives of our grandchildren.jobs dont pay enough to survive on and you cant even look forward to retirement any more.so you live your whole life in despair,struggling to survive for what??..to die.so no one cares anymore,the police stop almost every car they see trying to find something they can bust you for,to get you in the system so they can bleed you dry.the tax man steals from your hard earned money every week and if you refuse to pay,or dont pay enough you go to jail or they take your home and possesions from you and sell them.FREE COUNTRY MY A_S!!!!!!!!no country is free.but we americans live for a dream that has died a long time ago.we are not free,we have no future unless we win the lottery,and when we get old and sick we will be lost in the system,unable to afford to see the doctor or pay for the medicine that would keep us alive to suffer some more..*** yes we are in a declining cicilization....
