Arsenal, Villa, Chelsea, Everton, Fulham, Liverpool, Man United, Newcastle, Portsmouth, Reading, Tottenham and Wigan, by my reckoning.
You gotta remember the Premiership is a relatively new competition.

I agree the question is badly worded as Darlington, Hartlepool and Gillingham have all never been relegated from the premiership, but have never been in it. Of the ORIGINAL members of the Premiership in 1992-1993, the following have never been relegated: Arsenal, Aston Villa, Blackburn, Chelsea, Everton, Liverpool, Man Utd and Spurs. Sides who have been promoted into the Premiership and have never been relegated since then are Fulham, Newcastle. Portsmouth and Wigan. Reading will play their first ever season in the Premiership this season, but both the other newcomers (sheff Utd and Watford) have previously been in, and been relegated from, the Premiership. In terms of the overall top flight of the English football league, no club has never been relegated, but I think Everton have spent only about 4 seasons outside the top flight.

You're right, plus Spurs, Chelsea and Blackburn

some of the other answers on here are frankly laughable, the inaugural season was 1992/93, and Newcastle were in the division 1 that season, and got promoted. Liverpool certainly have never been relegated from it, and Arsenal of course haven't even been out of the top flight since 1919!!!

Technically you could count any team that's never been in the Premiership as well, since they've never been relegated from it.
