Pirates were a terrible problem 200 years ago. They were taken on by a few countries and virtually wiped out.
It will end when they are so demoralized that they give up the game. It will end if we ever really choose to seriously engage them; we have yet to do this.

One thing is for certain, and that is that George W. Bush’s ‘War on Terror’ wont stop it! All it is doing is creating more terrorists!!! And George W. Bush is currently the biggest!!!!!!
I don’t mind clarifying that point… According to the US Department of Defense Joint Chiefs of Staff ‘Dictionary of Military Terms’, Terrorism is the calculated use of unlawful violence (or threat of unlawful violence) to inculcate fear, intended to coerce or to intimidate governments or societies in the pursuit of goals that are generally political, religious, or ideological.
The Invasion of Iraq went ahead against the wishes of the International Community, and was clearly a breach of international law. It was an Act of Terrorism, in that it was unlawful violence, designed to inculcate fear, and to intimidate Iraq, in the pursuit of George W. Bush’s political, religious or ideological goals! That action has so far, cost more than 40,000 innocent Iraqi civilians, their lives!
When will ‘terrorism’ stop? Let’s start by having an International Court of Justice, charging George W. Bush; Tony Blair; and John Howard, with extremely serious crimes against peace and humanity. Let us ensure that never again will World Peace be so badly jeopardized by political leaders taking the law into their own hands. We have a judicial system… Political leaders are obligated to it the same as everybody else. Nobody is above the law… no matter what country they are in charge of!
Let’s make one point perfectly clear… The Invasions of Afghanistan and Iraq, and the latest grossly disproportionate action by Israel against Lebanon, have done absolutely nothing to combat ‘terrorism’. To the contrary, they have bred more terrorists. Violence begets violence. Invasions are a breeding ground for terrorists! Whenever a country is invaded by another country, there results a bitter hatred against the invading country, and a hunger for revenge and retaliation. We will never eradicate ‘terrorism’ by becoming ‘terrorists’ ourselves!
The War on Terror will never by won with bombs and bullets. What is needed, is a negotiating table, where the weapon used is ‘diplomatic dialogue’ requiring an acceptance of responsibility for past wrongdoings, and a desire to make amends, by all parties responsible!

It won't stop in the near future. Even if you make order in the world, 9/11 has tought people that even one person can make a big mess. Everyone who disagrees will use terror, I'm afraid.

it never will. terrorism is a form of catching attention - and it works quite well. so people who think that they are unfortunate will sometime use the language of terror to let the world know that they have a problem.
it's not on the planet since 9/11. it was always a tool of those mentioned above.
that is why the 'war against terror' will never work...
