Please help! Having lived in our end terrace now for two years we are having problems with our next door neighbours. Basically they rent the property dirt cheap from some village crook and they have started to become real pains. The problems first started two years ago when they continually parked their car in front of our house, they sell cars in the street on the sly, the house has started to become a ruin as its slowly falling down, we hear squeals coming from the early hours, sounds more like pain then pleasure, there is a 11/2 year old baby continuously crying and they have a savage dog that if your outside he will try and attack you and barks all day. The amount of rubbish piled in front is a real eyesore. Having spent a lot of time and effort updating our house it’s getting to breaking point. Anyone know what, if anything I can do? Such as approach their landlord? Thanks.

Neighbour problems are extremely difficult to sort out but that shouldn't stop you trying. Clearly mediation is the best place to start but from what you say that may increase rather than decrease your problem. I strongly suggest that you keep a diary of all problems. It will then demonstrate the duration and scale of the different problems.
I suggest that you approach the landlord if this is at all possible. If not (and it sounds like it) then go your local Citizen's Advice Bureau who will be able to give you info on what legal methods you may have to go through. In addition, as a previous writer suggested, go to your local council's environmental health department and see what they can suggest.
Landlords do have an obligation to keep the property in good repair and the council can do the work if necessary and bill the landlord.
There may be restrictions on using a property for business purposes as well. Your council should be able to give you that information. If there is serious noise disturbance then again your local council is the place to start. They should have a noise unit or similar.
If you think that there are problems with the child and that it is not properly cared for then ring your local Social Services who will take anonymous information.
Also there are new laws coming in regarding animal protection. If there is a chance that the dog is being neglected (and if it barks all day it may well be) then try the RSPCA. The new laws do not have to prove ill treatment any more.
Have to say that while someone parking in front of your house is really annoying, especially when they do it all the time, unless they are blocking a legitimate exit/entrance to your property then unless there are other parking restrictions it is legal.

For starters, go to your local housing place / attorney generals office. They should have a book on the landlord / tenant laws. As for the rest , the baby, you need to call social services and put in a child abuse charge. Everything you wrote here and any thing else you know should be put in the report. A social worker will take it from there. As far as the garbage piling up and house looking the way it does. Call your local housing code inspecter and fire marshall. Lodge a complaint and they will be forced to clean it up or pay fines. If they don't do either the house could be condemned. Call the dog warden on them about the dog and the police too. depending on where you live they could be charged with cruelty to animals. The police issue will also take care of the noise the are making all night long and inform them about the car issue they could be committing a crime and it could be drugs they are selling not cars. Also consider getting your other neighbors involved , the more complaints the faster the results. Good luck I hope this helps you.

Calling the Landlord won't do you much good unless they don't pay the rent.
You will have to get off your duff and handle your business yourself!
Check the city ordinance but they can sell a certain number of cars a year without a dealers license between 10-20. for sure call zoning and file a complaint. Yes the form is public record just give an ASSUMED NAME.
The most harrassing thing to do is Call Deptartment of Family and Children: KEY WORDS The place is falling down, you hear screaming that sounds like spousal abuse and or child abuse. Keep on Them until you get results.
Lastly:: ANIMAL CONTROL COPs BIg TROUBLE for them, these people are worst than REAL police in big cities .
Oh you have to keep calling. Within six months They will either move or worst case senario clean up the place. Oh they will never like you but who cares let them be miserable everytime they seee you not the reverse.
Always smile when you see your nieghbor.

1. Go to the local Authority - see if they can help.
2. Go to citizens advice bureau (CAB) and see if they can advise. They can be very good - depends where you are.
3. Are you able to approach these neighbours in a friendly (as possible!) kind of way - maybe suggest helping them clear the garden or something to get them going & on your side.
4. Try approaching the landlord if you know who it is.

First of all try talking to them....actually I wouldn't bother. People like that don't listen. Talk to Environmental Health about everything.. the dogs, cars etc. and take their advise. I have to say that I know the situation all to well and it ain't going to be easy. After environmental health i would talk to a solictor who could then approach the landlord...Good luck

me and my partner rent a property and i know this isn't the same it helped us. we had a young lad move in above us and he would come home from work and play his music real loud and all my doors would vibrate and it got to the point it was giving me headaches. we spoke to our land lord about it who said he will have a word but nothing happened so we started keeping a dairy of everything when the music was being played blah blah blah. in the end i rung up the council and complained, coz that's who i got told to talk to. and they sent him a letter asking him to keep it down or they will take his stereo and he would of had to pay a fine.
think he knows it was me though as he came down and asked if i had reported him as soon as he got the letter. hahaha
i know its not the same but get in touch with the council and they will be able to help. and they don't say who has reported them either they are very good..

contact your local council the rubbish situation can be sorted under health and safety and noise etc can be sorted.
i think a new law came in about car sales.
just be care full your complaints stay anonymous or the situation will flare up.

Also contact Tradings Standards, if they sell cars on the street that constitutes a trade which they are not allowed to do.

Report them to Environmental Health
Complain to their landlord
Moan to the council
Speak to your local councellor
Report any untaxed vehicles to www.direct.gov
Shop them for benefit fraud or anything else you can think of...
