check the power settings in contol panel of windows. make sure it is configured properly to use mains supply and not battery.

My sisters laptop did this once you just need a new plug most likely or possibly the port.

all previous answers are good, but also try plugging it in with no battery, and then adding while its on. also, try going into your power settings in control panel.

I would take it back to the Computer Store it was Purchase at. Something is Wrong and if You Mess with it it will Void Your Warranty. Good Luck!

take the laptop to your nearest apple/toshiba shop or call the dell number (0870 152 4699 UK) depending on what make it is and they will have a look at it for you ( for a small charge )
