If you are on a budget, go for the Palm Z22. High street prices are about £75 at the moment, but you should be able to get it cheaper off the net.
The advantage, apart from being a nice little machine, is that software is cheap, simple to use, and small in size, so you can cram a lot on the 32MB system.
Pocket PC software tends to be expensive.
Linking up to a PC is easy, and support is great.

I recommend the HP Jornada 568, an older machine now, but lightweight with a clear colourful screen and nice operation runs windows mobile 2002. You should get one on eBay for around £50. You can add the optional extras of a camera, a sat nav, a dial-up modem, CF memory card or a WiFi adapter via the compact flash slot.

Provided that a pound = just under $2 US, you can get a Palm Z22. It runs most Palm OS applications, and has a calendar, NotePad (Like Post-It or Sticky notes), To-Do list, Memo Pad, and contact list (Also known as an Address Book).
However, if you want to shop at Palm.com's outlet store, you'd get a much better deal if you get an "Open Box" Tungsten E. You add an MP3 player, better screen, and more Palm OS application compatibility.
