I am one - and you might find this strange but my answer is... no. People should play instruments if they want to just because they like to, even if they are not masters of the instrument - its a great way to have fun. I know that what you probably really mean is the musicians and performers that you might pay to go see because they are so good. These people are "stars" because they have "chemistry" or "charisma" in their stage presence because they are good at it - either because they practiced their butts off or because they were naturals and they practiced their butts off. The best musicians and performers have this special something - would you go to see a musician that was technically perfect in their playing but expressed absolutely no emotions in their performance? Probably not. The ones that I respect the most are the ones that are technically proficient and can express emotion to turn the music into more than just little black dots on lines on a page. I'd rather listen all night to some guy that knows 3 chords than some other guy that knows 3,000 chords but plays like they're asleep.

It's not a "should" question. Fact of the matter is, famous people in the entertainment business Do have that "spark" that indescribable something that makes them have a pizazz that gets them noticed. Also, a good agent with contacts doesn't hurt either.
There are many out there that have the 'spark', discovered and undiscovered. Too many to mention, I have my favorites, naming them would tell you more about me than it would be saying anything about them.
They love their craft, they can be anyone they want to be and get paid for it.

I don't think they should have a spark, as much as they need talent. Those who fit the bill, Sandra Bullock (film), Ludacris (Film and Music), and Sean Connery (Bond, Baby). Those who don't, Kevin Federline and his white trash wifey, Catherine Zeta Jones, Anna Nicole Smith. Spark can be faked, talent cannot.

Yes! There is just something about Johnny Depp. He has the spark. There are more that don't, but you never really remember their names..lol
And it's not a conclusion you come to, they either have it or they don't and you know at first impression!

Only a certain percentage of actors and musicians (e.g., Jim Carrey and Marilyn Manson) have an out-of-the-ordinary "spark" to them. For some (e.g., Carrey) it comes natural, wheras for others (e.g., Manson), it is all one big show/gimmick.

to enjoy acting or music doesnt require a spark, success does and success lasts as long as your spark but that doesn't mean you can't continue your career as a non star and possibly get paid better in the long run
