I only recommend this because you didnt specify free. If you are willing to spend a few bucks, this is the way to go. Its speed is your speed. Its security is, well, swiss. Read up on it, if you have a few dollars to spare, this is as 'safe'as it gets

Safest? We don't really know if P2Ps are safe because programs behind are not open. Maybe best are those open source like EMULE...

No one P2P program is the safest but I have heard rave reviews about Limewire and Bear Share... whatever you do, DON'T USE KAZAA... it'll crash your computer with viruses for sure.
