The best way to compose such an important letter would be to obtain assistance from a JP (Justice of the Peace) or a Solicitor. That way the Authenticity of the letter or your authority for another party to obtain such information is not questioned. Make sure you as the authorising party keep a copy of the letter in case questions are asked. That way you will have proof. Make sure you get a certified copy of the No Record of Marriage also.
