Yes, I have read about some tribal people in the Andaman and Nicobar islands in the Indian ocean who are very aggressive and refuse any communication with the modern world. When tsunami struck these islands in December 2004, the authorities and volunteers who wanted to reach these tribes and assess damage and offer them assistance were not allowed and were chased away!

Yes there are civilizations in the world today that have no communication with the outside world. They range from inside Brazil, Peru, and Equador. In Africa in the darkest parts, such as in Ethiopoia, and the Congo. In Southeast Asia and the islands of Borneo and the land of Burma. So you see civilizations do exist even today with out TV or game boys. Go figure, huh?
