In fact, you can create a pet AND send it to someone through neopets--it will randomly generate a neopet for you to send. The receiver DOES have the option of declining it.
With your single account ( you can set up multiple accounts; you just need different usernames and passwords ), you can create up to four new neopets. You may choose instead to adopt abandoned neopets, but you MUST create the first one for each new account.
