his eye is actually a small mass gravitional object, as his eye spins on its own axis the gravity pulls the monocle by accretion into an orbit around said eye. thats how it stays in. but be careful, dont stand too close for i hear tales of a whole town in linconshire dissapearing just as patrick moore was passing through
