fish take the water in to get the carbon dioxide. So they need water as a venue to live.. they breathe with it. But as for drinking.. no.. they do not need to DRINK. They need to breathe. They take water in and out the same way we breathe oxygen.
As for people crying underwater- yes. it is possible. I have tried to cover my crying by going underwater.. and when you go under, of ocurse it gets washed away, but when you come up, tears are still coming down. :)

Fish do drink lots of water. Some absorb it through their skin and gills. Saltwater fish drink the water too, and excrete a lot of the salt with the help of their gills.
There is one fish 'Nikpoh Lyrad' which drinks the water in a chamber above the stomach, then spits it out at a tremendous speed at enemy fishes!

You can cry under water, but tears wouldn't be formed (probably due to pressure of water on tear ducts)...unless you were in a submarine or what about a diving mask?

Yes, the French fish drinks wine, the Russian fish drinks vodka, the Irish fish drinks stout, the German fish drinks beer, the Japanese fish drinks sake, the Chinese fish drinks mao tai, the spy fish drinks martini (shaken, not stirred). But, some fish don't drink due to personal, health and religious reasons. If you have a fish give it some champagne it will love the bubbles.

They ingest water all the time; their problem is to get rid of the excess water constantly. To do that, they have very big kidneys. If you have ever gutted fish, you will perhaps have noticed a long, dark substance along the inside edge of the vertebra; that's the kidnetys.
