Liverpool & Chelsea are the Best 2 teams out of those and than Arsenal and than Spurs.
Liverpool and Chelsea are by far the best teams in Britain and Spurs have improved alot but losing Carrick wont be too good for them. As for Arsenal if they lose Ashley Cole they will not do well this year.

If you mean who will win the EPL, then Chelsea, undoubtedly. Shevchenko is exactly what they needed to consolidate their position.
Arsenal will play great football, but need cover in central defence. They will thrill going forward, Henry, Rosicky, Hleb, fed by Fabregas... but will struggle against gritty teams. Their solution would be swapping Cole for Gallas; that could turn them into title contenders.
Spurs holds the most promise; too bad they couldn't get Duff, else Duff and Lennon feeding Berbatov with Defoe/Keane picking up the pieces would be an amazing prospect, especially backed by a solid defence and orchestrated by Zokora. Spurs will make it to Europe.
Liverpool now have pace - Bellamy, Gonzales, and a younger backline. They are a solid team as proved by their Charity Shield win. A solid team who will not drop that many points.
Depending on your definition of Best:
This year's EPL winners: Chelsea
Most fluid attack: Arsenal
Most Potential: Spurs

spurs and arsenal are the only teams with a solid foundation to build for teh future, liverpool rely on their crowd too much, chelsea aren't worth considering, spurs will be the team this year, maybe not finish the highest but will play the best entertaining football

If I had to pick one of the above it would have to Arsenal. Henry is superb. I've seen him take my team apart several times and you just have to admire his ability. Arsenal are the most entertaining for a neutral
