Knowing that the earth doesn't actually have a start or a finish, Greenwitch is universally accepted as where longitude equals zero degrees. So, this can be considered as the 'start' of the Earths rotation and therefore, the first place in the world where the sun rises.

Don't listen to that guy before me, Japan is the land of the rising sun (it's on their flag for god's sake..), because it's east of China. But the sun is rising somewhere at all times.
The sun rises first in Caroline Island, owned by the Republic of Kiribati.
