But seriously, only in cold weather conditions, you only should turn the key slowly to on,wait a second or two, then turn the rest of the way to ignite. This permits a little more gas to be injected to the motor, which ensures a better possibility to start. DO NOT REPEAT IMMEDIATELY! You WILL flood the engine with gas, hence making it extremely hard to get the car to start.

if your vehicle is diesel, then the reason you have to wait a few seconds to start it up is that it takes a few seconds for the glow plugs in the engine to warm up the inside of the cylinders. Since diesel engines have no spark plugs and rely on compression alone to ignite their fuel, this warm up really helps, especially in cold weather.
however, if your vehicle is gasoline powered and it wont start if you turn the key on right away, it sounds like a problem in either a) the fuel pressure regulator or b ) the fuel pump itself. either one of these (depending on how your vehicle is equipped) should maintain fuel pressure to the fuel injectors so that if you wanted to start it right away you could. if the vehicle is not holding fuel pressure then you are indeed waiting for the fuel pump to be energized and pump fuel all the way to the front of the car. however this is not a normal situation in current cars.

if i read your question correctly, wait for a few seconds "once the key is inserted" to start the car and not put your key at the "on" position. i'm thinking out of the box but "maybe" the person who taught you that wants you to think and check first if your gear is at neutral (if it's manual transmission) or park, or you calm down a little if you're mad, or they want you to breathe first if you're tired, or think if you forget something. again, i'm thinking out of the box here.
