I don't believe it was decided by anyone. It evolved over time in different areas and different cultures.
For instance, blacks were brought over to America, sold by their native land to people in a distant land where they did not speak the language, they had no rights, no privileges, they didn't even have the right to keep their own children or stay with the man/woman whom they loved. Many of their cultural leanings and learnings date back from this time.
Wealthy people had an easier life without having to perform manual labor and thus had more time to pursue the arts and education.
Early Americans forged trails over unknown terrain to distant places looking for a place to call home. Our American work ethic stems largely from this time, when people had to work so hard for so little just to eke out a meager living.
These are just a few examples, but I'm sure you get the idea.

I think we all decide. What I mean is, we as white, black, hispanic, (etc) people decide whether or not we want to act the same as everybody else in our race or not. We all have a choice! The sad truth is, stereotypes exist because there are people out there to fulfill them. If we all decided to be our individual selves, we could become WHOMEVER we want to be, and our races would make no difference in the end. People have done it - it's just a matter of seeing the bigger picture and following our hearts rather than the played out trends of the day.

I don't think that it is so cut and dry to say that someone "decided" the way people act. It has a lot to do with nature vs. nurture. How you were reared, coupled with genetic pre-disposition, has huge impacts on how people become who they are. I believe that you will find out that we all are more alike than you think. If you take a random selection of 100 people from all ethnic groups, and you studied their behaviors, value systems, and personalities, I believe you would find striking similarities across all cultural realms.

I guess it is more a political issue. It all depends on the needs of those who have the power. They use these staff to achieve other goals that affects their staying or keeping or increasing their powers. It is just like addiction, you will do whatever it takes to get your shot!

lol, all white people dont act the same, same with black and asians.
I think people act for themselves, well atleast I do.
I think mostly the way you act is based on you're invironment and how people treat you and how you see yourself.

Behavior is learned from adults when you are a child. It is hoped that any racist thoughts are eventually unlearned; sometimes it's a lifelong effort.
