THey had something about it in teh anime R.O.D. the TV.

it was demonstrated by having cards placed up right straight perpundicular from the ground. two collumns with equal number of cards and equal spacing.

this made it so that the space between the two collumns would not receive sound from outside

Exactly what does the Silencer's power prevent? In most cases, the power is clear, but there are plenty of times when it isn't. Any attempt at a deal is an automatic failure. Normal play of cards that need no explanation is allowed. Any card or other game part with an ambiguity, such as one that needs the player to specify a target of player of effect (like the Plague Edict) are prohibited by the Silencer because they need some form of communication to identify which player is affected.

In normal everyday terms it is a device to cut down on noise. In the olden days when musicians practiced in their basements or garages, noise was cut by using egg carton trays on the walls and ceiling. Sound travels in waves and bounces off hard shiny surfaces, it's called reverberation. The egg carton trays absorb the sound and keeps it from bouncing or reverbing.

If you notice in the anime, the floor, walls, and ceiling were hard and shiny, sound bounced everywhere and focused on the soft tissue of the humans. By putting the cards at right angles to the floor, it is assumed the originating sound came from the front or back of the room. I expect it was for effect. The sound bounced off the cards, back and forth until it was dissipated and could cause no harm. That is the theory.

This is also how the silencers on guns work also. It cuts the noise by absorbing the sound waves.
