3a+7=31
You want all the numbers on one side and all the 'a' on the other, so...
3a=31-7 (the +7 changes to a minus by crossing the =)

If you mean is your next line, 3a - 31 - 7 = 0, right. Mathematically, you are right.
However, no, if you are asking is that the right direction towards the solving for a. You started off without clear idea of what you want to achieve. I call yours a trial and error approach. i.e. just perform any known correct changes to the equation such as yours, or 3a - 25 = 1, etc.
My advice is to plan from your destination:
Eventually, you want to make the statement that a is some value. Before that, you will likely want to have a line like
a = .
And, before that, you will like to have only a on the left hand side of the equation,
a =
So, if 3a - 31 - 7 = 0 is your next line, your are heading the wrong direction.

Minus 7 from both sides
Therefore 3a=31-7
3a=24
Divide both sides by 3
a=24/3
a=8

3a + 7 = 31
- 7 - 7
Subtracting - 7 from both sides
3a = 24
3a/3 =24/3
Dividing by 3 from both sides
a = 8
The answer is a = 8

If you're solving for a
3a+7=31
-7__-7
(subtract 7 from both sides of the = sign)
3a=24
/3 /3
(divide 3 from both sides of the = sign)
a=8
