Unless it's a World War, conflicts usually arise between two countries over money, power, greed or other trivial matters, usually hidden by religious propaganda. Knowing this, and knowing that every war in our entire history was a waste of human life that could have been prevented had certain leaders been discredited instead of confronted, there should not be any wars today. The International Community are all the people in the whole world who know wars are useless and who can prevent more unnecessary deaths. The UN is supposedly "the voice & face" of these people, but as proven, they are as much to blame for wars as are the war-mongels.
When a country appeals to the International Community they are seeking aid to stop the loss of life of their people for no reason, like the Hezbollah's extermination by the people who went through the same injustice in WWII. It is really unfathomable to understand the motives of war.
Another issue with wars is that it affects the whole world, not just those doing the fighting. Call it the Butterfly Effect or the interconnectedness of everything, a war causes disturbences all over the world- economy, health services, poor, homeless, starving, suffering, immigration, etc. etc. etc. So it is an International issue, no matter where the war is being fought.
