I have not seen or speak from my foreign husband for nearly ten years now and I want to remarry again. Could anyone tell me how can I start to apply for annulment in the Philippines? Thanks!

Talk to your local priest. It is very expensive and takes at least one year. If that doesn't work, consider getting married at an Episcopal church, which is almost identical to the Catholic church. The Episcopal church, or the Church of England, was started when the king wanted to get married again, but couldn't because he was Catholic. So, he decided to start a religion that resembled Catholicism, but allowed remarriages.

Get a good lawyer. "Psychological incapacity" is frequently used as the basis for annulment, because it gives your lawyer a wide latitude . Also have lots of money set aside for it, for it will involve calling professional "witnesses" to the stand, who will give their professional opinions to give substance to the other party's psychological incapacity. It is usually a lengthy process, taking years, even, but with a good lawyer, you will hopefully be restored to your single status sooner than most petitioners. Good luck!
