Skip the garters, get the thigh highs that have elastic bands at the top. Garters can come undone, and can cut into your waist, not as bad a hose though.
If you are set on garters, get the cotton blends. More comfortable I would think. Leather probably wouldn't be a good idea for everyday wear, and silk and velvet can get hot. Lace doesn't offer much support, it stretches easy. Maybe a nylon or spandex blend if you want some tummy control. Obviously not the sequined or beaded ones, they would show under some of your clothes.
