Something comfortable. College classes are usually far apart and you'll be walking a lot. If you look at the people there you can pick out the new freshmen from the others. The freshmen are dressing to impress, while the older students are in jeans, sweats, and anything else that is comfortable. Good walking shoes are a must. You'll see girls in sweat outfits with no makeup and their hair is in a ponytail. Too much work to get all dressed up for an 8AM class after partying til 2AM. You'll see a lot of guys unshaven in the mornings, they shave at night.
For a visit before attending, you'll want to be comfortable too. You'll be walking from building to building the same as the students on your tour of the campus.

Depends on the nature of the visit.. strictly to visit friends and hang out? Then wear jeans, shorts, t-shirts.. the same casual stuff you'd wear anywhere. Heck, when I was attending college I wore sweat pants and pj's a lot of the time. BUT that's because my major wasn't about appearances.
If you're going to meet with professors and advisors for a prospectic college, dress for a job interview. Smart pants or a modest skirt, nothing too formal.
