Bamboo is hardy and will bear the pollution, few saplings of Neem, ecalyptus will do wonder.
Remember with neem we can be very creative, shaping them gives totally different look.
Ixora's the normal variety planted in groups will give really wild beauty look. They are all over in Colombo and our climate is just suitable SO include them for colour coordination.
Then some common ground cover

No way. The bus depots in India sucks. Not truly international standard. Sucks when compared to other countries. When they gonna have the right infrastructure etc, I wonder. The buses all have to be scrapped and they have to purchase new imported merc or volvo aircon buses for the city and highway usages. And all the buses have to be fitted with automated air control systems as India got various regions with different climate zones. People shouldnt spit in bus depots, then people shouldnt pee, urinate, *** there. They should not chew betel nuts and just spit anyhow. First there should be a change in the law about public, the police shouldnt hesitate to catch the offenders even though his job may require to catch thousands of them and he has a hectic schedule. If none takes the step, then when will India improve ? Please, dont talk about ideas for India. Improve India, make it fully developed first, then ideas will automatically follow up.

Hemp.
It's hardy, grows fast, it's attractive and it's inexpensive. It is a great screen or hedge plant.
You may need to replace plants occasionally but, again, it's cheap.
