Yes, you may make behavioral comments. You'll want to make them sound a bit fluffy. Instead of saying Johnny bit Sally, just state that Johnny needs to work on age-appropriate behaviors with peers. Basically, save the details for a parent-teacher conference. In no case should you have all negative comments -- try, instead, to find something positive about the child.

maybe have satisfactory and non satisfactory boxes with a list of the following
works well with others
follows directions/rules
sits in seat quietly
is prepared for class
etc....
then at the bottom write a good thing about the student
"Sally is such a joy to have in class. She always comes with a smile"
