Circumference 2 pie R.

Frequency 4 Hz means 4 times round the circle in one second.

Distance travelled in one second is 4 x 2 pie R = 8 pie R.

For travelling 8 pie R it takes one second.

For travelling 16 pie R it will take (16 pie R) / (8 pie R) = 2 second.

You need either linear velocity or angular velocity. This is just my guess as to the direction of this problem... You didn't give enough details.

Once you have a velocity, you can divide distande by velocity to obtain time.
