Depends on what you mean. Their name is released, but I don't think they have to do any interviews or let the papers use their picture or anything. There have been quite a few who have tried to avoid having their name published but the lottery is required to release the name of the person who won. I guess it's partly so that the public knows the lottery president's daughter in law didn't win or something.
Check your lottery's website and the rules should be on there.

the lottery agency is always allowed to use your name and face in its promotions. They don't always make use of this option, but are almost certain to if it's a big win.
